parent Visa subclass 103

hello
i have a question please regarding to parent visa sub class 103
we are 5 children
my brother is australian citizen and he lives in australia
i am Australian permanent residence but i live in Europe ( i got the residency 4 months ago )
other children: each one is living in different country.
according to the family balance

can i apply for visa subclass 103 for my mother ( actually i dont know if i can consider my self as eligible child lives in Australia or not )

As far as the parent visa goes:
'The balance of family test requires that at least half of your children live permanently in Australia, or that more of your children live permanently in Australia than in any other country.
In order to count as living permanently in Australia, your children must be:
Australian citizens;
Australian permanent residents who are usually resident in Australia;
eligible New Zealand citizens who are normally resident in Australia'
According to your own post, most of your mum's children live outside Australia, yourself included, so I don't see how she can pass this test.

I'd have said that your mother isn't eligible yet.
If you are saying that the other 3 of her children are all living in different countries to each other (i.e. 3 children in 3 different countries) then your mother will be eligible once you have lived here for around 2 years.
Only then she will have more children living permanently in Australia than any other country.
