If you are given a visa which is valid only for 12 months then how can you continue to stay for more than 12 months (stay for at least two years ) with an expired visa
PR is permanent providing you remain in Australia. If your RRV expires you can remain in Australia; it’s leaving Australia and then returning which requires a RRV.

PR is provided for 5 year duration and RRV is only provided for 12 months

Again, your questions have been answered before. PR is PERMANENT providing you stay in Australia, and the length of time you're granted on a RRV depends on factors already explained to you.

I am just trying to understand - the maximum travel period that can be granted to someone who does not meet the RRV residence requirement is 12 months.

Is it actually the time which you can stay out of Australia if a RRV is issued to you or something else. Need some clarity on the above point

12 months is the validity period of your RRV, i.e. you can come and go as you please from Australia during this twelve month period. Providing you are in Australia when your RRV expires you can remain as long as you want but you’ll need at least two years in the last five in order to be granted a five year RRV. Alternatively you can stay for four years and naturalise as an Australian citizen and never have to worry about it again.
