Given the current climate surrounding foreign qualified medical
practitioners - you'd best seek advice from a Migration Agent with
experience in facilitating the migration of medical practitioners.

A Mate,

smurtaza's brother is probably the sponsor for his (smurtaza's) 138/9 visa, so he (smurtaza's brother) is already a PR.

The OP's question isn't immigration related, in reality.

But you've said he's *already* a permanent resident.

This page might be useful:
http://www.immi.gov.au/migration/skilled/doctors/

Also you could look at form 1062i which outlines some temporary visa options, however I don't know if it's been updated to reflect the September 2004 addition of doctors to the SOL and MODL.

Under general skilled migration he will need to undergo skills assessment before applying for the permanent residency visa.

For GPs the skills assessment is considered to be granting of full medical registration or conditional specialist registration by an Australian medical board.
Each state medical board has different rules about what is required to obtain conditional specialist registration as a GP.

Where did the applicant train as a GP and where are they currently working?
Where in Australia (which state) would they like to migrate to?

I can offer more advice on UK trained GPs wanting to move to NSW only. Let me know if you're interested
