Yes I agree. I know a guy from HR country who lodged his application on 10 May 2009 and he has got an email from the CO. Likewise a person who lodged an application on 15 May has also received an email from the CO.

It may be that now each team are working pretty fast, therefore not much difference in processing times per team. It does seem that the HR applicants have caught up with LR ones. Oh, and DIAC do make reference to these categorisations, please see extract from DIAC website:

The processing times below apply to applications lodged with complete documentation.

Processing times vary depending on 'high risk' or 'low risk' country requirements. Low risk countries are Electronic Travel Authority (ETA) eligible. High risk countries are those not on the ETA list.

I had just typed in 'High Risk Country' into the search bar at the top right of the DIAC website, and although this is for a business visa, it shows that DIAC do prioritise based on whether your country of origin is in fact, high or low risk.

I am born in High Risk Country, but have Canadian citizenship, and I was confirmed by AU immigration over the phone that if I apply with Canadian passport I am not considered High Risk. Therefore not sure if the "country of origin" statement would be true, they told me over the phone that "Country of Passport" is considered instead. They said my application might take bit longer only because my wife only has a passport from HR country.

Hi, good mates. I have a question: how do I know whether CO has been allocated for my application? If the online application status is "Application being processed further ", it means CO is allocated? Thanks a lot.

No this message does not necessarily mean you have a CO (although it might). If you have sent a PLE in for any reason and somebody looked at your file to answer it then it could get that update, also if you sent information in yourself later. As has been discussed at length, some people do not even know they have a CO until the day they get their visa granted, for others the first time they hear is when they are asked for medicals.
