does a person go on a bridging visa once one gets married to an australian citizen or a perm resident is the person is on a substantive visa that is valid.

There's no "automatic" bridging visa upon marriage. You'll have to
lodge a valid application for a spouse visa (i.e. be legally able to
lodge such a visa) onshore in order to get a bridging visa once your
existing visa expires.
Offshore spouse visa applicants obviously won't get a bridging visa.
