Initial entry and 2 yrs stay in sponsor state

Someone wanted me to post this query:
"My friend is a subclass 176 visa grantee, with NSW as the sponsor state. Her family have to make their initial entry before Sept 2009. Their plan is to stay in OZ for a week then go back home. Question is, do they have to make the initial entry in NSW because it is the state that sponsored them? Or could they make the initial entry in Melbourne? There's going to be a place where they could stay in Melbourne for free. They're a family of 5 and therefore would save them money if they enter in Melbourne instead of Sydney.
Another question, there is an obligation for subclass 176 visa grantees to stay in the sponsoring state for at least 2 years... But they plan to permanently move to Sydney only in 2011. It would be very risky for them to leave their stable jobs at home especially in this time of recession. Is it ok if they move to NSW in 2011 instead? Or do they have to immediately stay there after visa grant? When is the start of the 2-year obligation in the sponsoring state?"

You validate visa at any place of entry.
After that you have time to move in as per validity of your visa (about 5 years).
Nothing to worry about.
