Help Needed!
Hi Guys,
This is my first post. Does anyone know if it is possible to extend a three month RRV to a five year RRV from within Oz? Is there more chance of meeting the substantial tie element by living and working in Oz, even if it is only for a short period.
Any advice would be very welcome.

If you can show you are settled in Australia - job, property rented/purchased (and occupied), kids in schools, involvement in the community and evidence that Australia (and not somewhere else) is your 'home' - these are *usually* the sort of things DIMIA look for to grant a 5 year RRV on 'concessional' grounds.
Although there are many different circumstances that DIMIA will consider - the common thread being that they look for ties to Australia.
But you should get some good advice from an agent who understands RRVs (not all agents have experience in this area, so choose well). Also - form 968i is a "must read":

Thanks for your reply. I wish I could speak to an agent who knew about RRV's, as the two I contacted have given poor advice!
I'm not in a position to move back to Oz permanently until next summer but I could move over this year for three months and try and extend the visa. Would three months be long enough to try and prove a tie? I would be living and working there! It would be an expensive trip if I was only offered another three month RRV!
My other option would be to reapply but that has difficulties unless I go STINI SA or VIC. It seems such a shame to lose this visa within a year of being able to return permanently to Oz!
Can you recommend any agents who specialise in RRV's?
Would it be possible to keep extending the three month RRV from the UK? I have compelling and compassionate reasons for leaving Oz and not being able to return within the 5 five year period. Dimia seemed to accept these grounds but wanted proof of a 'current substantial tie'.
Any help appreciated!

It appears you've got a "difficult" case. Whether you can keep getting 3 month RRVs is going to depend on circumstances. Whether a 3 month visit may help, is also going to depend on circumstances.
There's also a '5 year absence' rule which causes real problems for many overseas (this can be complied with by a *visit* to Australia). It's explained in form 968i, as far as I recall.
You need good professional advice. No agents *specialise* in RRVs as there just isn't a commercial market, however you could try one of the following:
Peter Bollard (Sydney) - http://users.bigpond.net.au/onk/
Ian Harrop (UK) - http://www.ianharrop.co.uk
Be prepared to pay for assistance.
