Default Hebrew as a community language?

Hello,

Someone sent the following link on an immigration forum and said that
it implies that Hebrew will be added to the list of languages which
will award its speakers for 5 bonus points.

Since then, the new version of form 1119 went out and it doesn't
mention Hebrew.

Attempts to check with DIMIA or NAAT so far got a response that Hebrew
is not in the updated list, but if so then what is the significance of
the document below?

Will appreciate any clarification.
