what does it mean when DIMIA is asking me to fill up health undertaking after having my apical lordotic chest xray? im a april 04 subclass 139 applicant. then my CO is on leave until Oct. 3. Does it mean that my visa is still pending until she comes back

Most likely, the chest X-ray was not 100% clear and they are asking you to sign the health undertaking to ensure that you follow up on any possible medical issues (ie TB) on arrival in Australia.
Your case cannot be granted until you sign the undertaking and return it to DIMIA.
In addition, you will need to make first entry within 6 months of medicals, rather than the usual 12 months, due to the requirement for health undertaking.
