Hand deliver spouse visa application at Brissy?

Hi all,
My friend who lives in Gladstone needs to lodge an onshore spouse visa application by next week. His wife arrived almost 3 months ago on a 3 month tourist visa (I know, he is totally disorganised and has left it till the last minute).
I (Gold Coast) have 3 supporting evidence forms we've signed and he's asked if I can courier them to him so he can then send all the forms express to Brissy.
I'm thinking if he just couriers what he's got to me, I could then go the Brissy and hand deliver all the forms for him - to avoid the courier time and possible loss etc.
Does anybody know if a) The Brisbane Immi office accepts hand deliveries for applications and b) If they will accept me delivering it for my friend?

Only thing I am not sure about is lodging a paper application. Spouse visas went electronic about 2 years back so I would find out fast by phone whether it can be lodged as a paper application or whether it all needs to be scanned and uploaded. Remeber tmhe office will be shut on Australia Day too and rhey need the applcation acknowledged before the tourist visa runs out
If it can be done on paper make treble sure that they have the essential bits and pieces and have attached a valid means of paying the fee. If that tourist visa runs out, its

Thank you! I've tried to call today but the message says they are busy and to call back 
Online application would be best I suppose as they'll get it instantly.
I'll speak to him and try to call them again tomorrow.

I'm about to start a process for the spouse visa.
It can be done by form or online. I called 2 days ago to check up on that as I was wondering how to present a paper application, in a nice folder, using staples?, paper clips really silly questions but relevant as I'm going through this whole process with a fine comb. Was advised don't use any folders etc, just all together in an envelope.
I'm still really unsure whether I should do form or online.
I'm was thinking about doing it by form, taking it in, the process seeming more personal etc (I don't know) but I know you can do it online which I think maybe easier.
I honestly don't know.
For now though it's completing the paper form, having all the required documents needed in front of me, seeing that my application is totally complete in my hands knowing I haven't missed anything or need to gather more information initially because the paper form is the exact same question that will be asked if applying online. etc..
Then maybe take it in or do it online once I've got to that point.

I applied on-line for my partner visa on December 31st 2014 and my bridging visa was issued on the 2nd of January. Most of the paperwork can be uploaded and I will drop the stuff that can't be uploaded into the Brissy office shortly.
That would seem like the best solution. Worked for me, anyway.
