Default Get married after medicals

I lodged my application 175 (CSL-Network Security) in January, 2010. CO asked for medical in March, 2010 and it was done in April 2010.
One of the consultants told me that you do not get married after the submission of medicals. I emailed my CO on Monday and got the following reply.

Yes, you can get married during the process of your application.

Please advise as to the date of your wedding and this office will then
request further evidence of your relationship, as well as the secondary
applicants details.

You are required to provide a response to this email within 28 days from
the date of this email.

Kindly help me for these
1) I have to pay any additional fees or can I add my wife in current
application without any charges?
2) What are the IELTS bands required?
3) Any additional requirement like any degree etc ?

There is no charge to add your wife to your application. She will need to prove functional english, e.g. through taking an IELTS test. If she cannot prove functional english then a second VAC is payable before the visa is granted.

1 - you can add your wife in current application.
2 - 4.5 overall.
3 - no degree related requirement if she can submit IELTS.
4 - English translated and attested version of nikah nama
