Former Resident Visa - Help Again!

Former Resident Visa - Help Again!
Hi we are applying for the above visa using an agent and are getting to the point where we are now pulling our hair out. We was told via e mail today , after supplying two vital pieces of documentation, that the application was good and would be ready to lodge this week. We then have a phone call from them at the end of the day saying that it could be stronger and can we obtain some more 'evidence' !
Now here is the sting. They said that they can lodge with what they have but we would lose all our money paid to them should our application fail. We have it in writing and on the understanding that No Visa - No fee !!
We feel angry about this and are looking at using another agent with more experience of the Former Resident class and am speaking to COLLETT in Southampton tomorrow.
But my question to anybody who has applied using this visa class and or who may know more detailed information about what would be required is this.
What we have supplied so far is as follows and is it adequate to support our application as it stands....
All medical and police checks supplied. All birth / marraige certs and copy passports etc.,
Evidence of close ties
We have not kept , sadly, letters written between Carol (applicant) and her sister Ann who returned to Australia as a former resident in 1988. who does ? But we have supplied birthday cards, xmas cards, new baby card recent e mails (old e mails deleted) recent telephone bills.
WE HAVE A STAT DEC FROM ANN (WITNESSED BY A JUSTICE OF THE PEACE) confirming close ties etc)
Evidence of Time spent in Australia in 1960s/ 70s
WE HAVE SUPPLIED A COPY OF THE PASSENGER LIST FOR THE VESSEL THAT THE FAMILY ARRIVED ON IN 1962 FROM SOUTHAMPTON.
Photos of the family in Wyong family home(s)
Photo of the parents on the vessel (name of boat on photo)
Photo of Carol at school ( all of her class )
SADLY NO MORE SCHOOL RECORDS but suppose we could try and locate if really really required
Copy of her brothers passport and birth certificate (he was born in Sydney and has aus passport although lives in UK) Secong brother also born in Aus !!
We have not visited , for simple reasons, so no visas to provide
Who reckons we have a strong case or should we try and obtain more. Agent has suggested another stat dec from family in Australia (aunt and uncle, cousin) but we do noy know them and the last time carol saw her aunt/uncle was 30 years ago and no contact since ? and perhaps more schooling evidence ?
Any thought and comments please please give them. We reckon we have a good case. Carols sister returned 15 years ago not knowing anybody in Australia and did not provide anywhere near the evidence we have been asked for. She had no problem. Times have changed of course.
I do think our agent is trying best to guarantee a success but it keeps going on and on
