Form 1276 - some questions

Form 1276 - some questions
Hi
We're applying for a visa via the Skilled Independant Sub Class 175 route. Would like to apply on line however how do we get all our certified documents to them? Do they accept PDF's of all these documents?
Also, 2 years ago when holidaying in Australia I was stopped for speeding and then last year was stopped for using my mobile while driving! Got AUD $ 200 fine for each which I paid immediately. I sound awful don't I but honestly I was doing just over the speed limit and I was using my phone at a red light phoning my friend as I was lost! I was wondering if either of these items should be noted on the application?
Next question is Points 13 & 43 - as we are both British Citizens and have never lived anywhere else, I presume points 13 & 14 don't need to be filled in?
Finally (but probably not the last question I'll ask) when I was 25, married and living separately from my parents, my mother died and my father re-married - would his new wife be considered as my step-mother? She has also since died also in 1996. My father has now been co-habiting with another woman for 10 years now - she's not my step mother is she?
So many forms, so many questions. This is my first foray onto 'Expats' really hope someone can help.
