Hi there ! I'm currently in Sydney to attend a pre-requirement for a master at UTS.
Last week I changed my visa at the DIMA office in Rockdale: now there is a list in
which every country is ranked from 1 to 4. According to the "score", the supporting
documents, evidences and info to provide, may change.
Furthermore, for housing, take a look at this website http://www.domain.com.au.

I think what you mean is that there are four assessment levels, and they vary for
each country. They are eseentianly measures to test the genuinity of the student visa
application.
