Invitation process and cut offs
The highest ranked clients by points score are invited to apply for the relevant visa. For clients who have equal points scores, the time at which they reached their points score for that subclass (referred to as the visa date of effect) determines their order of invitation. Expressions Of Interest with earlier dates of effect are invited before later dates.

My understanding is that those with the highest score will be invited to apply first then if two people have the same score the person who achieved that score first will be invited.
For example those with 70 points will be invited before anyone with less than that and if 1 person has 70 as of 1 July and another as of 2nd July then the person who got 70 points on 1 July will be invited before the person on the 2 July. And if you got 65 points on 1 July you wont be invited before those that got 70 on 2 July
