The embassy is not the place to look for immigration advice. The DIAC website is where (Australian immigration) www.immi.gov.au

As Dorothy mentions, the Australian embassy are not there for immigration advice and can provide incorrect information when they try to, so are best avoided.

The first thing you should do is check to see what schedule of the SOL your occupation is on and then take a points test to see if you have enough ppoints. There are also requirements around age, work experience, character and health that you would need to believe you would meet. After all that, then you might be ready to look into skills assessment, which I presume is the test you were told about.

I don't know what the skills assessment for electricians involves as I am an accountant, there is a dedicated area on the forum for electricians so if you read around in there I am sure there will be lots of tips.
