Does state sponsored visa processing is quicker?

Does State Sponsored visa processing time is smaller?
I heard that Any state sponsored visa will go faster than usual ones.

In our experience the answer is a big fat NO!
We applied 29th March 2007 and we're still waiting for a CO. Almost everyone else who applied in March seem to have their grants already.
We're on a STNI 137.
