Well people want to get the visa as soon as bcoz there might be any change in the policies/rules in coming days/months which may effect them...after getting the visa reallocating to OZ is different issue.
Well if you think about it - the longer it takes to get the visa, the longer you have to move there.....and thus the better the situation might get.

I would still rather have a visa in hand and then decide about when to go than wait longer for a visa.
