does anyone know if you arrived on a permanent visa march 2007 whether I can do my citizenship test now?

You can only do your citizenship test once you've applied for citizenship, and have been given the date of your test.

i applied for the citizenship but was refused because I have to wait 4 yrs but I thought that was for people who arrived in 2008???

The old rules were for people who obtained permanent residency before 1 July 2007. Everyone has to apply according to the new rules since 1 July 2010 - so that means 4 years residence. Residence requirements are on the Citizenship website.

You would have been ok if you had done it before July this year, now you need to comply with the four year rule.
