Default Bridging Visa for Parent?

Hi,

I just wanted to ask if anyone know much about Bridging Visas and whether it is possible for a parent to come over on one and then apply for permanent residency? My mother in law has 3 out of 4 children here and would like to migrate but would not have the funds for bonds etc, until she sold her house. I have a colleague who's mother has been in australia on a bridging visa since 2002 and is currently going through a PR application.

Can anyone assist?

Is the plan to sell house before visa is approved ... what happens if visa is refused?

Others in same situation have worked to obtain an increase in their mortgage to provide funds for second visa application charge pending sale of house.
