Australian Regional Skill Sponsored Immigration
Does anyone know the exact way to apply for this programme. I heard,
if one does not fulfill the requirement in the main programme, and one
gets his skill assessed, it is possible to apply if the particular
skill is in demand in a particular territory]

There are a number of different programs - you need to be more
precise. Have you read the Skilled Migration Booklet or not?
