Default australia migration requirements

Hi. I would like to apply for australia migration by myself.

Other than filling up the application form, doing skill assessment.
how about the english proficiency test? do all have to take it? If
yes, where to take ? in my home country, Singapore, before or after
the application?

I hope someone can help me with this question

Take the IELTS at the British Council (just next to the Australian High
Comm). The IELTS test should be a piece of cake for most Singaporeans.
Some Singaporeans may not do well in the Spoken English test, though.
There is another place to take the IELTS in Singapore but I do not know
where it is. You have to book the IELTS well in advance.

All the information you need can be found in the Migration Booklets which
you can download from www.immi.gov.au (for a
fee) or purchase from
Australian High Commission.

If you can produce evidence that your course in the UK was conducted in English alone (few courses wouldn't be), you may not be required to appear for an IELTS test. A letter from your university stating the medium of instruction for your course was English would suffice.

However, there is always the possibility of DIMIA requesting for your IELTS score later on during their processing of your application.

In theory, DIMIA only accepts proof of English proficiency by way of one's IELTS score. Alternatively, if one can prove that he/she is a native English speaker (usually not applicable for persons born outside the UK, Australia, NZ, Canada, the US, and Ireland) an IELTS score is not necessary. The last option is to prove that one's post-secondary education was conducted fully in the English medium. In this case, the O- or A-levels would not meet any of the requirements as stated by DIMIA. Having English as your "first" language may have little standing as far as DIMIA is concerned.
