If Paul does have that condition attached to his tourist visa, will he still be able
to apply for a defacto visa from England? Do you know how long this will take?
Also, if he doesnt apply for a tourist visa, is it possible for Paul to apply for a
defacto visa, while still in Australia, and have a bridging visa for the months he is
waiting for an answer? We have been living together, in my parents house, since he
arrived here in August. We have been in a relationship since Dec 2000.

defacto visa, while still in Australia, and have a bridging visa for the months he is

Yes. Condition 8503 does not apply to offshore visas, but he would have to leave
Australia (eg to NZ) to be granted his visa.
Not sure what would happen if London wanted to interview either/both of you, it could
be awkward if both of you were in Australia.

6-8 months, going by some recent posts on this topic.

Yes. If you plan on going down that route it's best to do so before his WHV expires,
as long as you've met the 12 months cohabitation requirement. There seems to be
little point in waiting to ask for a tourist visa (for the period after WHV expiry)
and risking either a refusal or a yes with condition 8503.
The bridging visa will generally carry the same conditions as his WHV.
