Re: applying for visas
Do you mean migration agents, or employers? What sort of visa are you looking at? Sponsored or independent?

Re: applying for visas
If you want a 457 then you first need to find a job that will sponsor you. If going for a 457 then you won't need an agent as the company will handle everything for you.
So, find a job in a company that is willing to and can sponsor you.

Re: applying for visas
Decent migration agents don't typically find the jobs as well. I would avoid those companies that promise to find you a job and a sponsor for a nice search fee.
If you want to go on a temporary visa like the 457, then you need to find a job first, try www.seek.com.au or contact some recruitment agencies.
Once you have a job, then the company probably has their own preferred migration agent.
Note that not all jobs are eligible for sponsorship. What is your occupation? Any particular reason you want a government job? Often these are reserved for citizens.

Re: applying for visas
In that case you need to check out the States who have your skill listed and apply to one of them for sponsorship.
http://www.immi.gov.au/skills/skills.../subclass-190/
has all the instructions, and you need to download Booklet 6 from there.
