Question anyone gone down the business visa road

We started looking into getting a state sponsored business visa. Once we have sold the house & cars we may be able to gather enough pennies to go ahead. TRA turned down PJs skills assessment, he is a Sparky, has 2 City & Guilds did his apprenticeship, worked for 22 years in the electrical field, yet they stated in our refusal that he had not completed the formal training to a sufficient standard (WHAT!) and because he is self-employed and runs a business he may not have been working on the tools. We were shocked, and couldnt see how much more info we could have given them, plus we used an Agent, who we feel should have got it right in the first place. The Agent said he couldnt understand why we were turned down either, and could we muster up anymore information for them, for a small fee of another $300. We politely told him where to to. We now want to get going and apply for the business visa, without the help of any agent, and go it alone. If anyones got any advice, or has been down the same road, any help would be appreciated.
