Default Any smokers pass with Category A for medicals?

Just wondering if any smokers have been passed on category A?

My husband smokes 10-20 a day. He is otherwise healthy - no b/p problems, no cholesterol, no weight problems etc. So if all else is fine - could he still be passed on category A being a smoker?

We had to do meds twice and my husband (10-20 roll ups a day!) had no problem passing.
