My friend applied for his 136 visa and has been told before his medicals had arrived that a decision had been made and he didn't have enough points (3 years experience was needed and they say he didn't have it). He rang Australia house and they said he'd need to make a new application including the fee, is this right?
He's been teaching for 6 years including 1 year in Australia but got his formal qualifications in the middle of this time period, so his formal 3 year experience required is completed this August.
Is there any way, they could defer his application until then and then re assess it in August? Or can he appeal that he'd been teaching longer and had teaching practice during his training which would make it up to 3 years?
Any advice gratefully received, I recommended he ring an agent but if anyone knows anything in the meantime I would like to be able to pass him some info.

Only realistic way to "re-activate" the current application (assuming it is pooled and not refused) would be to get an STNI of his teaching specialty is on STNI list or request they invite an SIR visa for Adelaide maybe.
Anyway, hard to advise with such little info - get him to seek assessment from some agents on this forum.

I'd expect, as welshtony says, he has been pooled and a way out is via state sponsorship.
Otherwise he'll have to just wait the 6 months or so and re-apply with a new fee. I've got a feeling that training doesnt count, an agent can confirm how much time he has recognizable by DMIA.
