2 Year Stay Rule
Hi
Correctly if I am wrong. I understand that if a PR wants to study uni
in Aust they must have been PR for at least 2 years before they are
allowed for fee assistance from govt (ie: HECS?), else they are treated
as full fee paying student.
But when does the 2 years stay start to count? Is it during the visa
validation?

A PR is eligible for domestic fees immediately but needs to become a citizen before getting HECS discounts.

For citizenship - http://www.citizenship.gov.au (time spent overseas does *not* count).
