I got my IELTS results back today (listening 7, writing 8, speaking 8.5 and reading 8.5). Currently I sit with 55 points and sponsorship would provide me with 60. I have seen recently for a 189 visa for a civil engineer it is 70 or above. Does this apply for the 190? Or does the 60 points satisfy the requirements for an invite to apply?

I am planning to launch my EOI next year, therefore, plenty of time to resit to go down the 189 route.

If you are sponsored by a state then the 60 points is enough. You may need to apply directly to a state for that sponsorship, or select a state and hope they invite you to apply for nomination (varies with the state).
