I gained positive assessment from EA as professional civil engineer last month.
I also attained a score of 7/7.5/8/8.5 in each of the IELTS modules. My points before the MODL changes this month added to 125. Now unfortunately I have only 110 points which is not enough for 175 visa.
I am now considering SS but not sure if I have to submit my online 176 application to DIAC before applying for sponsorship or am I supposed to wait till I get the SS first then submit my 176 visa online application.
I am also not sure which state/territory should I apply to. Are some SS easier to get than others?

You must need to get SS first from any other state then u can apply 176 visa
regarding your 2nd question...u must visit diff sponsoring states' websites as each one has its own term and conditions then you u can better evaluate what state best suit to you.

Actually i wanna know about the skills assessment process from state teritory, i have got assessment form ACS and now i am looking for state assessment of Victoria and the fees.
