If applying for a 115 visa how long do family members have to be in Australia before applying.

Myself and my husband her residents and my parents are looking at applying which leaves my sister. When can she apply for the 115 visa as I can't find a great deal of info.

My sister and her husband went to live in Oz May 2001 my Mum and Dad applied in May 2004 their visa was granted in December 2004. I am the last remaining relative and my application is being processed at the moment. This is my second application so make sure you have all the information needed to get it right first time.
