Default City & Guilds Qualification question

My partner and I are in the process of filling out our EOI and I have a question regarding his qualifications
He has a C & G part 2 in Fabrication & Welding competences which as far as I can see is relevant to an occupation in Part B of the list of skilled occupations (Metal Fabricator 322311)
But he also has a C & G part 3
The wording on the NZ immigration website says 'If applicant believes qualification maybe higher than Part 2 cert they should apply to NZQA for an IQA.
My question is: Would it be worth paying to get the part 3 assessed when part 2 is on the list? Will the higher part 3 attract more points?
Any info and advise on this is greatly appreciated
