YOUNG COUPLE WANTS TO IMMIGRATE TO CANADA

MY HUSBAND IS 28 and i am 24 he is a computer programmer and technical writer. we
both have a bachelor's degree in English from the university of delhi in india. he
has been in this field since 1994 and i have been working since 1994 but not in the
it field. mostly media. we would like to apply for imigration to montreal in quebec,
canada. since we don't speak french we are being told our applications will be
rejected and that we should apply for any other city outside quebec. one lawyer said
that one has to stay in the chosen city for 6 months before we can move to montreal.
please help. we have to apply soon. also please tell me what are our chances of an
interviw waiver?
