I believe that form is filled out and you pay the $100 processing fee to get the open work permit when you arrive in Canada. This is a new fee introduced this year for an open work permit which all IEC applicants receive.

According to How to apply - International Experience Canada the IMM5802E is needed if you are applying under the Young Professionals or International Co-op Internship categories. It didn't appear to be the same one as FL is talking about but may be as well to check!

Use this link for a simple guide process
http://www.cic.gc.ca/english/informa...pplication.pdf

The IMM 5802 is for those only with an employer who needs to pay the $230 compliance fee if on the YP or Co-Op part of the IEC.
Those on Working Holiday pay a $100 compliance fee as well as the $150.

How come IEC only pay $150 for the work permit when everybody else pays $155
