Default Working Holiday Program: Can I apply while I'm in Canada?

Hi,

I am from the Netherlands and currently in Canada on a Visitors visa.
From Canada, I sent most required documents for the Working Holiday
Program to my dad in the Netherlands. My dad got me a certificate of
good conduct, put everything in one envelope and sent it to the
embassy in Berlin. I put my dad's address on the form so the visa will
be send to my dad. I plan to stay in Canada until the end of december,
go back to the Netherlands, wait until the visa arrives and then
return to Canada.

My question is: am I causing any problems by staying in Canada? Should
I return to the Netherlands ASAP?

I just called the Canadian embassy in Berlin with this question. The
answer is that it's fine, I can stay here until the end of december.
