Default Is work experience locked in at date of application?

I have a query, to which I found different interpretations in various forums.
Was wondering if someone could clarify it.

My partner made a Skilled worker application 3 years ago, at that time he had 2 years work experience and claimed 17 points. His application is not assessed as of today yet. My query is: will he able to add the experience he gained in the past 3 years and claim the maximum points of 21 now?
We want to do this as an insurance in case he falls short of points in other categories during assessment.

Is work experience locked in at the date of application or at the date of assessment?

Yes, as long as updated forms and conclusive evidence of additional work experience are received by visa post prior to assessment stage.
