Winter 2004, THE MONITOR is out on CIC web site
Only 3 countries, China , US & Canada have recorded net positive growth in P.A + dependantss on Q1 to Q3 YTD 2002 vs 2003 basis.
It seems language proficiency has no affect on Chinese immigrants.
Significant drop of 21% of immigrants is noticeable from India.
Experts any comments???
My belief , Indians were sneaking in from all sorts of visa posts such as UAE/London/Egypt/HK/Singapore/Paris/Jaimica etc.
All those routes are closed and now most of them have to move through CHC Delhi. Files are flying back.
Student VISA: Due to change in counting practices , all those students requiring less than 6 month stay , are no more counted.
So all countries have shown a negative growth except India.
India recorded a hefty 16% growth.

Most of the ones being granted PR have applied long back with old
rules.

However those who have applied before from posts other than home

Indians going abroad for education go for long term courses (like
MS/BS/PhD/MBA) and not short term courses like english and other
vocational education many of which are less than 6 months.
In fact with US tightening the visa for these "english schools" and
lot of such students are expected to study in canada/australia/UK and
in the case of
canada if it is less than 6 months they dont get counted in student
visa.
