Why are two photos required again for issuance of a new CPR?

Having had an immigration visa extended without going through new medicals, two new photos are required. I know one photo will be put on the new Confirmation of Permanent Residence (CPR) form. When the first CPR was issued, two photos had already been provided. Does anyone know what is the second photo for?

Having said that, it's not worth the risk - photobooths are cheap enough for the peace of mind, unless someone has specifically told you not to bother - and you've made a note of that person's name
