Default why are some applicants asked for FBI report again

I have 2 friends who are both Indian citizens and working in the US.
They applied to Buffalo. Their details are as follows:

Friend #1 applied Jan 2002:
Single
Master's degree from Australia
Lived in India, Australia and US
Working in the US for >4 years

Friend #2 applied Feb 2002:
Married
Master's degree from the US
Lived in India and US
Working in the US for >4 years

For both of them the interview was waived. The second friend got his
result sooner than the first. I presume this is because the first one
lived in Australia.

The first friend was asked to submit his FBI report, current
employment letter and proof of funds again. Why was this not done for
the second friend? On what basis does Buffalo decide who to ask again
for the info?

I am expecting to hear soon from Buffalo on my app. Is it a good idea
to get the FBI report now just in case they ask me for it?

In most cases Buffalo asks applicants who still reside in US to submit
updated FBI clearance close to the end of process. But not in all cases.
Reasons for not asking - your guess is as good as mine.

FBI clearances are valid only for 6 months.
That is why CHC asks for an updated one towards the end of the process.

If you want to go ahead and apply for one in anticipation, better be sure
that it doesn't expire before CHC asks for it.
