when does background check start?

when does background check start?
US citizens applying through Buffalo.
Our IA was dated 9-13-04, no interview was requested. Medicals were received in Ottawa 10-22-04 and FBI and additional docs (W-2) and ROLF were received in Buffalo 11-17-04.
I'm wondering if the background check was started after the IA (9-13), or after all docs & ROLF had been received by Buffalo (11-17). I'm still kicking myself over some unnecessary awkwardness and delays I created with the FBI.

The background check started after the interview waiver. Don't kick yourself. Applications can get delayed for silly reasons. You can do everything right, and still get delayed. Luck is definitly a factor here Look at my timeline!
