Default Waiting and Waiting After Medicals

Can one of the former immigration officer please advise me what actually
happens after medicals are completed. For our family class sponsorship of
my mother-in-law from Peru. The time line is

Applicaton submitted in Lima June 28, 2002
Acknowledgment by telephone to my mother-in-law Aug 22, 2002 and request
for additional Information purtaining to child custody plus interview on
November 27, 2002.
Interview on Nov. 27 and medical forms issued with no comments about
delaying medicals etc.
Medcilas complede Dec 15, 2002
Request for additional medicals just after Xmas 2002
Additional medical completed first week of Jan 2003.

I know that background checks have to be completed but for Peru they took
less than 1 month for my wife in 1999.

My question is will the embassy move on the permanent residence visa upon
receipt of the medical information and the background checks or can they
just sit back and ignore the application for a period of time. In other
words does having all the requirments etc. met trigger them to make a final
decsion on the application or not.
