Visitor visa - can they be refused on medical grounds?

Hi,
I'd like my mom to visit us for a couple of weeks. She needs visitor visa to get into
Canada. However, she's on disability (bronchitis, rheuma). She's on some medications,
but other than that she's fine. No urgent hospitalisations, etc.
Is it likely that she will need to undergo medical exam? Can she be refused visitor
visa on medical grounds? If yes, is it for sure or what's the probability?
