What is an "extrait de casier judiciaire"? (some sort of criminal record
certificate?) How is this kind of document actually called in the USA and which
judicial body issues it?

It is a police certificate and is available from the FBI if you lived in the USA .
You need fingerprints and a fee of $18.00. If and when you require it you will be
given instructions by the visa offcie

Maria,
You should be able to go to any American Express office and get a money order in
$USD. I lived in France for two years and had obligations in the US and this is how I
would pay my monthly bills.
