Finally, after 16 months I was issued an updated Cdn Ctznship certificate and passport. No plastic ID card was ever issued in my name nor evidence thereof ever produced by the govt.
Total cost of the process $525.
Should any Dual Citizen of Can- UK who has been resident here for over 40yrs with the older ctznship document needing assistance, correct suggestions, where to start or negotiating the correct forms, offices and paperwork I would be happy to help.

and why it took 16 months?
from the Canadian govt website application for Citizenship certificate (new, lost, replacement) it states $75 per applicant, step 3 in the instructions

from the Govt website, current processing times for the Citizenship certificate (proof of citizenship) states 5-months

requiring obtention of Canadian Passport.
Costs over 16months:
Application 10 year Canadian Passport.................................160.00
Application Fee only for Updated Canadian Passport ................75.00
Passport pics, Citizenship pics diff sizes..................................40.00
Travel from rural To: City Citizenship Office, Local and City Passport Office, Service Canada Offices, Border Services Office Airport, Parliament Local
MP Office .................................................. .......................50.00
Registered Mail and Tracking ..............................................140. 00
Passport Office Hull/Gatineau
CPC Sydney Proofs NS
Document photocopying, faxing, phone calls, reg postage.......... 60.00
You must contact the Passport Office agent who holds your file once a month by writing or your $160 will be confiscated and file closed.
File on hold for updated citizenship doc
Notice of Delay Sept 17 2017: Application for proof of Canadian Citizenship
up to a further 24 months..Further docs requested CPC Sydney Proofs NS
Forms Requested:
Solemn Declaration of ID certificate never received CIT 0457 11-12E
IMM 1000 Landing document Certified True Copy of Official Document of
Citizenship and Immigration Canada of which the Chief Examiner of Canada has custody:
Photo copies of Old Canadian passports
Birth certs, health and drivers
Relinquishment of original Canadian Citizenship Document display document signed by Secretary of State John Roberts 1978
Relinquishment of original Canadian Citizenship Document with Federal
Registration number and dated 1978 .
Authorization for Parliamentarians (Member of Parliament to make specific inquiries and advocate on behalf of Constituent)
Final recpt of Updated Citizenship Document with Passport March 14th 2018
sent Canada Express post unregistered with no signature reqd.
Note:
Border Services and Customs want surrender of Old passports.
Passport, Pensions and IRCC require that you keep them.
This is the way things are done where I live.
