Temporary Work permit while PR immigration application is still in process.
Is it possible to apply for temp work permit while the PR application
is still in process? What if the profession is placed on the
restricted list of skilled category and PR application is refused, can
that person still continue process of temporary work permit when he
has arranged employment in Canada.

If you apply and obtain a work permit while your PR application is in
process that is an entirely separate termporary resident process and
visa offices are still very reluctant to issue said permits. If an
occupation is place on the restricted immigration list then anyone at
any stage of the process will be refused as it becomes retroactive.
The issue of temporary work is entirely separate and if you had a
valid work permit you would be eligible to continue working in that
occupation as it is only temporary as not permanent.
