Hi Sheikh,
I am not quite sure what you mean by telephonic marriage. As far as I am aware you must have met you bride or groom in person in order to immigrate to canada. Its sounds like you maybe want to marry someone over the phone ? I don't think this is possible.
However if you can prove that you have a conjugal relationship with the person in question then you can immigrate. check out the CIC website for more info.
Good Luck

Cute....However Marriage by Proxy is not Legal in Canada
http://marriage.about.com/library/weekly/aa100900a.htm
In Canada , proxy marriage is only recognized if the marriage was
performed in a jurisdiction that allows proxy marriage. Proxy
marriages are not recognized for immigration purposes in most
countries, including the United States.
Bottom line: proxy marriages are not cheap, and they are not readily
available. It is advisable that you contact an attorney before getting
married by proxy to make sure your marriage will be considered valid.
Bottom line, go back where you came from and leave us alone

Proxy marriages may be recognized in Canada. You have to appoint a
person to act as your attorney and go thru the proper procedures in
you home country. I suggest however that you get marriaed in the old
fashioned way as proxy marriages are usually questioned by visa
officers.
