Study Permits for children + open work permits

Study Permits for children + open work permits
A question for any experts out there as I just cannot find out a straightforward answer.
We are about to apply for permanent residency in Canada. We already have a house out there (holiday home) and in the interim would like to study or work temporarily.
I have been trying to find out the best way to go about this and cannot get the answers.....I have considered the following and wondered if someone knew whether any of these is acceptable
1) Apply for study permits for the children and open permits for parents so we can do some part-time temp work while over there.
2) Apply for study permits for the children, a study permit for husband or myself (do they let you have a study permit for part time study??) and an open work permit for the second parent.
My husband is also a part-time freelance web designer and if he was in the country on a study permit, could he continue his web design for UK clients (infact could be do freelance web design for Canadian clients?.....I know he can design websites for any country while based in the UK!!!)
We of course would never stay there illegally and if we are not successful with our visa applicattions then we would have to rethink or hopefully carry on on temporary work visas.
Hope someone can help as my minds all mushy
PS We also rent a second home out to long term tenants on the premises of our seasonal holiday home.......would this have any effect on what we intend to do??

1) Nope. There are no open work permits for parents of study permit holders.
2) It may be doable, but only for one parent getting study permit while the
other may have a chance for open work permit. Getting 2 open work permits
under such circumstances will be rather impossible.
Telecommuting for employer in UK may be allowed without work permit as long
as employment is based abroad and remuneration is paid there. No way to
"freelance" for Canadian clients while in Canada without work permit.

That is exactly right, although it took the border police at Lacolle the
better part of an hour to figure it out. Then they gave me 4 days, despite
the refusal, and 4 days was all I needed. (I had asked for a year just to
see what would happen; actually I live in Europe.) The key is you have to
say all your clients are foreign. Whether in reality that is true is beside
the point. Form over substance, etc. (Which happens to be one of those
expressions that's not efficiently translated: "qui favorise la forme au
détriment du fond".
I'm convinced the only reason they did that was because I am francophone and
they could banter with me and my daughter and all the Russophone and
Pakistani asylum seekers had no idea we were bantering at their expense. How
very French.
