I've heard IELTS 3 by Cambridge (ISBN#0521013372) is a good book to study.
I reallly can't advice you more as I didn't study any material prior to taking that test.

Here is a quote from an IELTS expert with whom I had email interation.
"In reading, the key in IELTS is to master the questions. The reading is
secondary.
Summaries are the best type of questions. These are paragraphs with
missing words or phrases, which you have to complete. Particularly good
are those which summarize the entire reading. You can often answer these
from your general knowledge or from an educated guess.
ALWAYS read the questions first!
Note that questions are generally (although not always) in the order of
the paragraphs.
Do questions with people's names, names of places, and dates first. They
are easy to find in the text.
Do short questions first. They are faster to read and understand.
Jump around. Do not do Question 1 first. Do the questions in any order
you like. Start with summaries, and then do sentence completion (These
are the ones where you have to match the half of the sentence on the
left with the half on the right. Like summaries, these are good for
gettting an overview of the passage.)
When you have done about 70-75% of the questions in a particular block
- MOVE ON. If a True/False/No Information question has six items and
you have done four or five - move on to another type of question. If you
have done four out of five multiple choice questions, move on. You only
need to get 24 or 26 out of 40 to get Band 6.5.
Watch for and do questions which are on a section of the passage, e.g.
"Questions 5-11 are on Paragraphs 6 and 7." These are a gift to you.
Less reading, but more bang for your buck.
After you have read and done some of the questions, read the passage.
Don't read the entire passage - read the first, second and last
sentences of each paragraph. There isn't time to read everything
properly in an IELTS reading paper. You only have to get 7 or 8 - not
9."
