You have to include your wife as accompanying dependent spouse in your Study
Permit application. Once you are in Canada she may be eligible to apply for
open Work Permit. She won't be able to study without her own Study Permit.

I'm not a Canada citizen, and suppose I'm starting PhD program there. I'll
obtain
a student visa. What right will my wife have? Will she can work, study, etc?
Please, don't send me to the embassy. I'll do it in any case, but now I have
