Spousal sponsorship: inland or out of Canada application!?

Hi,
I am marring a man from Israel. I need a professional advice: since for us it is both
possible to apply inland or from his country, I am wandering which method is the less
troublesome and less questions and delays from officials?
On of the reasons I am asking is that I know that when applying from Canada officials
do not like it because 'You should've applied abroad' and when applying abroad they
do not like it - 'Why are you not with you wife in Canada?'
Any input is appreciated,

P.S. Also, if anyone can give an idea (may be out of your own experience) of what is
the processing time to get PR when applying from within Canada, and the time
frame for processing spousal applications in Canadian Embassy in Tel-Aviv?

If applying from within Canada - expect over a year wait until receipt of landing
papers. In Tel Aviv - it will take about 6 month to finalize the application.
One of the reasons for the delay in the inland application is the time it will
take for Israeli Police Certificates to reach Canada via The Israeli Consulate (he
can not receive the PC directly he will have to request for it to be sent to
Canadian Immigration Office Directly). It may take several month to reach Canada -
while it takes only 2-3 weeks for the Police certificates to arrive to Canadian
Consulate in Tel Aviv.
My best advise is submit an application for sponsorship and indicate the PERMANENT
address of your spouse as an Israeli address (do not submit the H&C application).
Once you receive an approval to sponsor - usually within 2 month. He should submit
IMM8 in Tel Aviv, he will receive the medicals immediately and will order the Police
Certificates to be sent to his newly created file in Tel Aviv. Tel Aviv rarely
interviews sponsorship applications so he could join you in Canada as tourist and
await his PR papers. from experience it will save you about 6 month.
